Only two rules produce every ✕. One thing may decide your answer — Free, Crowd and CopyCat are mutually exclusive, because an answer can only be decided once and the others would change nothing. And Free may not stake your own answer, so not beside Bet or Double: Free already makes being right a certainty, and a wager you cannot lose is not a wager.
Duel and Side Bet are deliberately left open. Nobody chooses to be duelled or wagered on, so answering one with a power-up is defence rather than profit.
Availability is separate: a ✓ still means “allowed if this question offers both”. Order and matching questions carry only Free and 50/50, typed-answer questions have no 50/50, and estimate questions take no power-ups at all.
